In this body of work, we present a framework for defining and measuring vulnerability to the adverse effects of the energy transition. Our framework, the Vulnerability Scoping Diagram (VSD), is adapted from the climate change and disaster management literatures and includes three inter-related components:
Defining and measuring vulnerability in the energy transition
1. Exposure
2. Sensitivity
3. Adaptive capacity

A framework for evaluating geographic disparities in energy transition vulnerability
Existing policies created to facilitate the energy transition also give way to undesirable outcomes. These adverse effects are not evenly spread across the US; some communities are more vulnerable to these effects than others.
